Add error handling to restore_layout function

There are many things that could go wrong during layout restore,
especially with all the changes coming out in 1.4.0 that will break
users' saved layout files. I have added a try-catch-finally block to
make sure that if any exception occurs after windows are unmapped, they
will get remapped so the user will not lose their windows.
