Fixes #28165 - fix docker test consistency

This PR attempts to resolve a transient test failure
by sorting content ids that are being copied in pulp.

In addition, i adjusted the test not sync the entire
busybox repo to speed up the test.

This also fixes a bug with docker whitelists, due
to a pulp3 api change
