Support suite origins and locations

Add support for specifying suite code origins, and locations within
those origins. Add support for describing available origins at the top
level of the database. Don't allow specifying origins if they're not
defined, and only allow specifying defined origins if they are.

This is going to supersede "url_suffix" properties and the use of case
"name"s for specifying suite code locations.
