Ensure that DNS fails validity without diagnose

Before if a DNS check occurred without a diagnosis, DNS failures were
not being reported. This caused unexpected behavior, as follows:

```python
is_email('jace@hjkjjh.com', check_dns=True, diagnose=True)
  #=> <DNSDiagnosis: NO_RECORD>

is_email('jace@hjkjjh.com', check_dns=True)
  #=> True
```

This fix normalizes the behavior and fails the validation for an address
without the need for diagnosis.
