387: Explicitly pass libdir to configure script r=kpp a=adamreichold

Some Linux distributions like OpenSUSE use `lib64` instead of `lib` as the library directory for 64-bit bi-arch systems. Since we expect to find the static library in `install_dir.join("lib")`, we should
explicitly request this by calling the configure script to override the defaults defined by `$CONFIG_SITE`.
