Make change_request ID sequence consistent with other concept tables

Like a few other tables, change_request inherits from the concept table.
To be consistent with those other tables and the ID space they use,
change_request now uses the same ID sequence. This will make a future
migration to 64 Bit IDs slightly easier.

Each change_request entry will be assigned a new ID. This should work
fine, because change_request IDs aren't referenced as a foreign key
from other tables.

For simplicity, this migration's backward changes, won't bring back the
original IDs. Should they really be needed for some reason, they are
available from the history system, if it is not disabled (it is enabled
by default).
