datapath: make `Datapath` an `IptablesManager`

Now that reinitializing the datapath is part of `pkg/datapath`, we no longer need
the `iptablesManager` field in the `Daemon`. Change `Datapath` to be composed
of an `IptablesManager` interface as well.
