Back out dfc0f57d for now based on AWCY results

Although this is still a change I'd like to have in place, the results
from AWCY lead me not to trust this specific commit as-is woithout
more testing.

The idea was to reduce approximation along borders within large LRUs
during RDO. AWCY indicates the chage is a wash, but where there are
net losses is where it's being used most heavily.  That either means the
idea is flawed or there's a bug.
