CA-554 Strings in postgres preserve case (#370)

* CA-554 Changing data type on a bunch of text columns so that they correctly store and preserve the case of the string, but when comparing values for uniqueness or lookup, they are indexed and compared case insensitive

* CA-554 Added new migration file for changing data types so that we don't have to drop and recreate any schemas

* CA-554 Not changing user_id or pet_service_account_project
