Add DelegateHttpClient to aid static analysis

This allows to find interceptors where the developer forgot to pass
the cancellation token down, resulting in the cancellation not having
any effect.

If an interceptor wishes to ignore cancellations by design, it can still
pass a new NullCancellationToken to the DelegateHttpClient.
