SG-14303 Added a fix and tests for Task folder creation, (#722)

Bug fix for Task folder creation.
It now should correctly create Task and Step FilesystemLocation entities for each Task path and correctly associate them with the local path cache entries. Previously the local path cache's `shotgun_status` table entries that held the relationships between the FilesystemLocation entities and the local rows didn't get created properly for Task folders causing a miss match and problems when unregistering the folders.
It would incorrectly create relationships between local task rows and step FilesystemLocation entries for the task path, instead of creating Task rows to Task FilesystemLocation entities and Step rows to Step FilesystemLocation entities.
