Commit Message

Downgrade compiler in an attempt to resolve missing coverage.

The generated coverage data output from gcc-8 / gcc-9 is incorrectly
reporting missed lines from the template files. These are lines that are
explicitly tested by the pipe.cc test.

This commit downgrades our compiler version (we don't require gcc8/
gcc9) at this point to get the correct coverage numbers.
