improve RegistryLauncher interface for k8s

1. LaunchRegistry does not block the OrchestrationEngine main loop
   anymore, which is particularly interesting for the k8s
   RegistryLauncher where it could take entire seconds until a service
   IP gets assigned.

2. The RegistryLauncher can report a new host:port for an existing
   account at any time, e.g. if a k8s Service gets deleted and
   re-created.
