Fix pubsub test timing errors

Tests have been failing in master for quite some time. I haven't
gone back to look into the original cause, but some of the
pubsub related tests are currently failing due to timing / event
loop issues. Introducing a few `setTimeout`'s here and there has
fixed the issue for now.
