Reverses prior commits that made it into Blacklight 7.2.0
* Allows Blacklight gem to update to any version in 7.x range
* Removes jbuilder as a specified dependency (jbuilder comes in as a dependency of Blacklight itself)
* Made yarn grab the latest 7.x branch for blacklight-frontend
* Remove collapsable js and replace with button_focus js
* Removes bootstrap overrides and brings back blacklight-frontend bootstrap overrides
* Removes _facet_layout.html.erb in favor of Blacklight's version of the partial

Pull Request Pull Request #468: Bumps Blacklight to 7.2.0, which fixes the iOS button click issue
