fix bug 1146430 - client handles JSON encoding

In DRF 3.1, JSON started including unicode, rather than unicode escape
characters. The requests JSON decoder handled this correctly, while
json.loads did not. The code now uses requests' JSON decoder, but passes
parameters needed to preserve JSON field order.
