[github] Make fetching owners information from GitHub API optional

This code makes it optional to obtain user information from
the GitHub API. This way you can choose to not collect personal
information from users.

An example of how to set this option is provided below:
```
perceval github chaoss grimoirelab-sirmordred
--api-token=xxxx
--filter-classified
```

Backend version is set to 0.24.0.

Tests have been added for excluding user data and
for filter classified.
