bpf: remove optimization to bypass rev-snat as prep for external ip

Remove this optimization as with future external ip support we always
need to recircle through the tail call instead. This means an additional
indirect call that is subject to retpoline for fast-path, but once we
have kernel side support for direct patching (wip), this overhead can
be reduced significantly again.
