cilium: encryption, better error reporting for multiple default routes

I naively tried to add a test to auto-detect default route/interface
in my self-managed cluster. However this cluster has multiple interfaces
and multiple "default" routes distinguished by dev. The result was the
test failed but it was not clear why and lead to some debugging which
with proper error reporting in the logs would have been obvious.

Improve error messages here.
