<a href="https://github.com/wikimedia/parsoid/commit/a91be7405">Port JS language conversion code to PHP

Converts the JS code related to language conversion to PHP.

The phpunit tests for the language classes are pulled in from the
LangConv library, where the ports originally lived, due to new
dependencies on Parsoid introduced by the full port.
