Commit Message

Call pcap_set_immediate_mode() so captured packets are processed immediately.

Remove the old ioctl workarounds for BSD with BPF and Solaris with DLPI,
as these should be unnecessary with pcap_set_immediate_mode().

Remove ARP_PCAP_BPF and ARP_PCAP_DLPI defines from configure.ac, as these are
unused now the ioctl workarounds have been removed.

Increment version to 1.9.6.

Note: This commit has only been tested on Debian 10 "buster" x64.  More testing
is required before this change can be considered stable.
