Cgmes conversion generator regulating control refactoring (#962)

* Refact generator regulating control
* reformatted
* Organize code in separate modules for regulating controls conversion (step 1: generators)
* Delete old class
* Generator Regulating Controls. Include Miora's comments.
* CGMES remote regulating terminal is connected if a connected terminal exists on the topological node
* correct checkstyle
* Delete unnecessary core
* Sonar fixes
* Check regulating controls that remain in the cache to write warning messages. Hide the setAllRemoteRegulatingTerminals method.
