Merge pull request #206 from vallis/master

This PR simplifies the BayesEphem interface so that it's easy to switch the partials files. It is now possible to use the classic model ('orbel'), an updated version with better phasing ('orbel-v2'), and the JPL set-III partials ('setIII'). If parameters are not provided, they are set to defaults.

Also, this PR fixes the incompatibility with the new PINT API.
