Add combine '--disable-marker' CLI option

- Add a new feature to disable creation/checking for the 'ksconf combine'
  safety marker file.  This is intended for automated workflows only; as when
  the marker file feature is disabled, it could allow for accidental
  overwriting of config files if the wrong folder is given on the command line.
  (See #63)
