Add `verdi devel check-load-time` to detect loading slowdown

The command will check for two indicators that commonly slowdown the
loading time of `verdi` significantly:

 * the database environment is loaded
 * the `aiida.orm` module has been imported

If either of these conditions are true, the command will raise a
critical error. This can then be used in CI as an additional tool to
detect `verdi` load time problems.
