Encapsulation of configuration handling code

Modules other than config shouldn't be dealing with configuration file
paths and checking whether files exist or not, yet they should still be
notified if an error occurs while loading the desired configuration.
Thus all configuration-related code has been moved to the config module
(as it should have been in the first place) and a new ConfigError
exception has been defined to allow other modules to easily catch
configuration errors and react to them the way they want to.
