Added gen command for the conda recipe meta.yaml file (#490)

* Added gen command that will create the conda recipe meta.yaml file based on the environment.yml requirements. Needs tests.

* Tweaks CI to build conda and docker for PRs but not push

* Fixes typo in Dockerfile

* Added bokeh/label/dev channel to conda-build step of CI to fix the build.

* Adds tests for new metayaml gen command.
Adds pin-level optional argument to gen command to specify what level to pin dependencies when generating the meta yaml file.
New update meta yaml file.

* Refactors CI to generate meta.yaml

Removes meta.yaml from repo and add CI steps to generate it after
running tests successfully.

* Only generate meta.yaml after linux tests

* Enables artifacts addon

* Changes to use safe_load for yaml parsing.
Add contrained meta.yaml to get the conda build working.

* Make default pin level argument consistent between functions and CLI interface.
Add variable for the conda build pin level.

* Default meta.yaml with no constraints.
