Logger improvement

Indeed, before this patch, we were reinitiating the logger everytime we
needed it.
From now, there is only one instance of the logger.

Also:
  * Ensure that we don't run our own DNS lookup if it is not needed.
  * Ensure that the default amount of processes is equal to the CPU
    count.
  * Update the documentation related to the environment variables.
    Indeed, I made a typo.
  * Update the documentation related to the changes done to the
    multiprocessing logic.
  * Introduction of the PyFunceble.requests code documentation.
