unfloat versions to expose warnings (#702)

this does a couple of important things:
- upgrade `pytest` so the `imp` warning is visible
- unpin direct dependencies (this ensures testing against the latest versions possible to expose breakages as soon as possible)
- replace `requests` with `urllib3` (`botocore` doesn't use `requests` any more)
