Enable strict_deps for scala thrift targets in Source repo (0)

Summary: This deprecates review https://phabricator.twitter.biz/D31593.

This review is the first review to enable strict_deps for scala thrift targets. Unlike the above abandoned review, this review enable strict_deps by using a new BUILD file literal called "exports". The description of "exports" can be found here: http://pantsbuild.github.io/build_dictionary.html.

There are around 1700 scala thrift targets in Source repo. This review adds "exports" to targets that need to export some of their dependencies. The subsequent reviews will turn on strict_deps for all other scala thrift targets that don't need "exports".
