Refactor maintainer scripts into a proper Python module

The post-installation and pre-removal scripts that py2deb bundled with
generated Debian packages were lacking functionality and were not easy
to extend. I've now refactored these scripts into a Python module with
proper coding standards (documentation, tests, readable and maintainable
code) and some additional features:

 - Robust support for Python namespace packages.
 - Smart enough to clean up properly after PEP 3147 (>= Python 3.2).
