Add and use get_point and get_bounds on Dimension

Allows retrieving, via a dimension index, the positions for axes (and
bounds if appropriate) within a dimension.

Further simplifies the logic in CompoundGenerator::get_point and
reduces the number of tests to determine if bounds need to be
calculated.
