Add four more missing parties

These are:

  The Evolution Party
  Give Me Back Elmo
  Principles of Politics Party
  Beer, baccy and scratchings

"Beer, baccy and scratchings" has the same ID as "Beer, baccy and crumpets"
which was marked as deregistered in OEC, but it's still live in the EC
database, so I guess it's been reactivated somehow - I've just changed the
name to the apparently current one.
