Remove project configuration `allowed_methods`

The `ConfigLocator` should handle any method which is available to determine the proper configuration.
If the `ConfigLocator` cannot find proper configuration, we delegate to the request handler to let the application handle the next steps (e.g. 405 response or whatever).
