Phoenix adoption (#23)

I decided to migrate the project to stop using Plug.Router and adopt Phoenix simply to enable the development of dashboards and public pages.

This pull request contains that migration as well as some tweaks to Londibot.StatusBroker so that to run tests it's not longer needed to do --no-start for the Application.
