Bump dependencies that rely on old syn version (#1699)

Syn is our slowest-compiling dependency, so we would like
to avoid compiling two versions of it. `vergen` needed to be
vendored to remove the dependency on `failure`, which seems
to be no longer maintained.

The new arrayvec also comes with some performance improvements
of its own.
