Prevent updates to candidates standing in locked constituency

This commit introduces code that both:

 (a) Disables UI elements that could alter a constituency candidate list
     if the user isn't allowed to override the constituency lock.

 (b) Throws an exception if someone sneakily tries to directly post such
     and update (or they're POSTing from an old cached copy of the page,
     say).
