Fix doc/conf.py version generation (#1053)

* Create VERSION.mako

* Rule to make file in MODULE_DIR that isn't .py

* Add VERSION file to list of module files

* Add VERSION file for each driver

* Move DOCS_DIR and STATIC_DOCS_DIR up one level of makefile

* Remove unit_tests as a target (not used any more - tests invloke via tox)

* Add root files only when building default target

* Common rule to pring building global files

* Move ROOT_README rule up one level to be global

* Add packaging to dependencies

* Add VERSION as a global file

* Simple script to find highest version from any driver and make that the global version

* Add generated file

* Move rule for conf.py up to global files

* Fix depenendency

* Fix merge issue

* Read version from global VERSION file instead of depending on the last driver to build

* Render a simple mako tempate that doesn't need metadata

* Update generated files
