Get empty series working

* Get empty series working

Don't sample x-axis values unless there are values there to sample. Also
don't try and sanitize empty datasets, just return the empty dataset.
The underlying library supports empty sets.

* Handle empty hash series with x-axis labels

Implement empty series handling for hash series with labels.
Update code with rubocop recommendations.
