Make date utilities return localized datetimes

Date utilities should always be returning timezone-aware datetimes (in
the local time of EST/EDT). Reasons to do this:

- MITOC will always operate in `America/New_York` (or whatever other
  timezone Boston/New Hampshire elect to be in)
- We have little need for naive datetimes. Accidentally passing one
  to a Django model (that expects timezone-aware) raises warnings.
- The models really have no business localizing datetimes.

While we're at it, expand test coverage (and drop an unused method).
