Partial fix for issue 155

Making call_matcher<>::report_missed() noexcept, does not really change
anything, but gcc's implementation catches an exception thrown inside
the function body and prints the what() string before calling
std::terminate(). This is entirely implementation defined behaviour from
gcc and its runtime environment, but the fix has no ill effects for
other compilers.
