Add smarter LRU sizing based on stretch and quantizer

The choices made by this new code are still subject to adjustment to
meet tiling demads as before.  However, we no longer default to
'largest possible LRU in all cases'.

The most interesting aspect of the change tries to avoid stretching
chrmoa LRUs if luma LRUs along the same edge do not stretch.  The
overly large chroma along the edge comes up repeatedly as a major
penalty across all metrics.  This especially affects 720p content.
Note the 1.5% bd-rate improvement in SSIM/MS SSIM:
