[task_panels] Add contact link inside the About item of the menu

This commits adds the param "contact" to the setup.cfg, this param
is an URL optional that will redirect the user to the support
repository. Therefore, the About item in the menu is now a submenu
with two children, a link to About the dashboard and the link to the
"contact" URL.
