* mail: automatic and manual mails for overdue loans

- implemented SendMailModal and SendMailButton
- serializer for loan record and search that introduces `is_overdue` property
- conditional SendMailButtons on `OverdueLoans` list, `LoanSearch` list, and `LoanDetails`
- rest endpoint for sending mails on demand for overdue loans
- converted dates to utc
- celery beat for automatic emails based on configurable value X amount of days
- notification after email request to send
- closes #17 
- closes #473 
- validating a loan is overdue on request handler
- custom error for OverdueLoans
- links to the item and the loan on the confirmation modal for the email
- pinned celery < 4.3.0 due to datetime serialization error
