Let pylint use multiple processes

At present, `pylint` is one of the most time-intensive parts of the
build process. Give `pylint` more processors, which should help in
running `make check` faster.

On my old 4-core machine (2013), this is still enough to halve the
execution time, albeit with maxed-out CPU.

Travis builds have multiple cores available - this should also represent
a speed improvement.
