Standardize on getting FeatureDecision. (#101)

* Simplifies getting a feature decision into a single call to getFeatureDecision(...)
* Exposes GetFeatureVariable(...) which returns the string value and Type
* Exposes GetAllFeatureVariables() returning all variables and enabled status
