serial: add tests to partial execution

* We are modifying the workflow steps inside the workflow json
  to be compatible with the rest of features such as progress
  counting. If users target a step 3 out of 10, they will see
  `finished 3/3` not `finihsed 3/10`. This is needed to reach
  the finished state, otherwise 3/10 will be never a finished
  state with our current logic.

* Closes #88.
