rescan: stash blocks to retry after filter fetch failure

In this commit, we address a lingering issue within the Rescan struct
where it was possible for it to deliver notifications out of order. This
was due to the fact that retrying block filter fetches replaced attempts
for previous blocks, causing us to move forward without dispatching
notifications for those previous blocks. We'll now continue to retry
fetching a block filter until successful or stale, and new blocks that
come in while doing so will be stashed and retried later on in the order
that they arrived.
