<a href="https://github.com/wikimedia/parsoid/commit/86e8b85d1">Use DOMElement::setIdAttribute() where necessary for efficiency

The implementation in Zest::getElementById() will return the correct
value regardless of whether the id attribute is properly indexed or not,
but it will execute in O(1) time when indexed, or O(N) time if not.
