Remove custom exclusions for various hooks

Now that `overcommit` is no longer enabling hooks by default, users can
customize hooks however they please when they opt-in to enabling them,
including specifying types of files the hooks don't run on.

This saves us from having to maintain a list of all possible file types
that can contain hard tabs, for example.
